Research On Problems Of Local Government While Attracting Investment

As direct participants of the regional development, local government is not only an agent to obey orders above but also a competitor to gain benefits. The vary identities had local government behave in possible conflict while attracting the investment, and causing problems. At present, researches on the problem of local government attracting investment mainly focused on the negative effects of government intervention policy under the condition of market economy, short of articles based on practice.This article study the reason why local government working on investment promotion from the perspective of historical heritage, and in term of the investment promotion and capital introduction practice, the internal and external factors which may affect the decision of local government are analyzed. Moreover through the study of baotou rare earth high-tech development zone and comparison of other advanced areas, the practical issue and possible solution for local and similar organization nationwide are studied.The first part, the related concepts and theoretical analysis, based on the analysis of the concept of local government and investment promotion, extended to local government investment behavior analysis, and the characteristics of the local government on investment promotion.The second part, through analysis of the status quo and innovation of investment promotion in baotou rare earth high-tech development zone, summarize the worthy experience.The third part, based on comprehensive analysis of the existing problems and reasons in the process of investment promotion, provides local government the reference and essence of a comprehensive understanding of problems.The fourth part, through summarizing the experience of developed areas, such as tianjin development zone, Shanghai caohejing development zone, hefei development zone, provide reasonable solutions for local government.The fifth part, the sloution, through the analysis of the causes of problems and experience of developed areas, provide local government solve the practical countermeasures.
