With the development of economic globalization and the increasing international contacts, the scope of the customs' supervision has been expanded. Therefore, to find out a solution to the dilemma between limited resources of supervision and enlarged tasks has become a common topic for the customs. The customs of some developed countries like America and Holland have introduced the idea of risk management into the customs management and achieved some success. In 2004, the General Administration of Customs started the second-stage development strategy of the modern customs system focusing on risk management to reform customs management, thus establishing a scientific, systematic and integrated system for risk management. It propels and deepens the customs reform and enhances the customs management levels as a whole.With the efforts of all customs departments, customs risk management in China has made great achievements in the past few years. However, there remain some problems in certain aspects, especially the customs inspection, which has affected the efficiency of the whole customs.This paper uses the former study and practice on risk management for reference and makes an analysis on the risk management system of our country, aiming at the status quo that a system of the customs risk management hasn't been systematically set up in China. By analyzing the basic framework, operation situation and development trend of customs risk management, this article addresses the risks in the customs inspection in the present situation, and intends to enhance the level of the customs inspection effectively by constructing the risk management system of the customs inspection. Firstly, build the credit assessment system .Secondly, through elaborating the collection, analysis, assessment and disposition of risk data, and the evaluation of effects, it raises the way to establish and develop the risk management system of the customs inspection. Thirdly, it addresses on how to improve the structure and how to provide ensurance for the system. Lastly, it illustrates some achievements made in the application of the risk management system of the customs inspection.
