Reward management is core of the manpower resource management of public hospitals. Establishment and good application of reward system will exploit employee's potential and promote staff, thus achieve the aim of increasing income of hospital. Establishing incentive reward system of public hospitals has become the common understanding of hospital manager and manpower resource manager. However, at present majority of hospitals of our country still implement 'Salary Ranking System' and present salary Policy lacking strict assess, which can not be seasoned with development of modern public hospital,thereby exploring a reward system suitable for development of modem public hospital becomes a urgent task.In this article we mainly discuss the contrive clue and practice of the reward system of the public hospital. How to establish a incentive reward system that will promote staff' enthusiasm of work and fully exert medical workers effect based on actual situation of Chinese public hospital is thoroughly and elaborately studied .First, this paper gives an account of the connotation, composition , contents and feature of public hospital' s incentive reward system in our country as well as the basic objectives and the importance of that system. The basic objectives include external competitiveness with regard to reward, internal uniformity with regard to reward, personal contribution with regard to reward and institutionalized of reward management.Second, it introduces the hospital's reward system in the present situation of the domestic and foreign public hospitals and focus on the existing problems of reward management in our country: (1) Without a clear-cut strategic orientation;(2) Place more emphasis on history seniority than practical contribution;(3) Internal unfair with regard to reward;(4 )Reward is lack of attraction for highly skilled people, lack of external competitiveness; the labor cost is too high in public hospitals: (5) The composition of reward is unreasonable;(6) Performance assessment can not keep pace with reward incentive, lacking an effective achievements evaluation system; (7) Low level of employee's involvement in the management of reward ;(8) The lack of a comprehensive package of reward incentives.Third, the present paper binds the Pro Bono Publico of public hospital and characteristic of medical workers to expound the prime consideration in the design of hospital's incentive reward system. Under the new environment, taking the organizational objectives of the public hospital as the incentive guide, establish the reward system of the public hospital, then detail analyze the basic principles and the basic contents of establishment. And put forward the suggestion of improving the check-up system.Finally, the paper discusses the six steps of how to design the reward system, incentive reward system suitable for Chinese public hospital is established based on position assessment and investigation of hospital reward and specific practice of public hospital reward system is also proposed. It also argues that attention should be given to the selection of method of payment and readjustment of reward system in a timely manner.
