Study On Claims Management Of Construction Measures Fee

With the promulgation of the GB50500-2003, more and more people begin to show solicitude for the construction measure project. But in real construction, every part of the construction pays little attention to the construction expenditures. Especially to the claim for compensation, the owner and the contractor pay no attention, and the pertinent scholar also does not assume very much research in the field. And the contractor can not control the expenses of the construction measures and the claim of it.In the paper, standing in the angle of the contractor, adopting document analysis, synthetically induction, combining theory and reality, the author mainly analyses the relevant law and regulation, combining with pertinent project case, and ascertains the major factor of measures items, working out guarantee measures, carrying out the claims of the measures items in time. As doing thus we can protect the benefit of the contractor thereby, improve the level of the operation and management of the enterprises at the same time and guarantee the building industry develop healthily.The outline of this paper is as follows:Firstly, classify and analyze the construction measures items in the bill of quantity, and then ascertain the effect of the measures items in the construction.According to the characteristic of the measures items in the stage of bidding, the author divides the measures items into the competitive and the noncompetitive. And by the fact that understanding of the various measure project cost, the author indicate that the measures items play important role in the construction.Secondly, analyze the pertinent project case, find out the main factors of construction measures items and ascertain guarantee measures to control the expenses of the construction measures items.By analyzing the pertinent project case in the bidding, find out the main factors of measures items such as the law and criterion, designed construction organization and the technology measures and so on. Then ascertain guarantee measures to control the expenses of the construction measures items such as working out the rational and scientific construction scheme, improving the management of the contractor and so on.Thirdly, construct claim for compensation of construction measures expenditure system, which aims to contract management and is base on the innovation of technology. Moreover, this paper puts forward some strategies and skills about claim for compensation and gives advices to each phase of it.Founding scientific system on claim for compensation of construction measures expenditure is brought forward, based on the researches mentioned above. It is very necessary to ascertain strategies and skills mentioned in the third part. And this paper points out that claim for compensation of construction measures expenditure should go through the whole process from the bidding to the completion check and accept.Last but not the least, cases of claims for compensation in project construction is analyzed in this paper, which proves the essential need and validity of the foundation about claim for compensation of construction measures expenditure system.
