| Xiushan county is located in the hinterland of the Wuling Mountain area, at the border region of Chongqing, Hunan and Guizhou provinces, with the inter-provincial borderline of 321 kilometers. The whole county covers 2,462 square kilometers in size, with a total population of 630,000. Xiushan, a flat and fertile land, ethniclly diversified, rich in mineral resources, has the reputation of"small Chengdu"and"Pearl of Wuling". It is also the "southeast door" of Chongqing and"China's lantern dance town", and shares the name of China's"Golden Triangle"for manganese resource with Huayuan of Hunan Province and Songtao of Guizhou Province.In this paper, from the perspective of the urban and rural integration, we study the development status of Xiushan, one of the China's inland inter-provincial border towns, analyse the advantages and limits, and propose suggestions for development of Chinese towns based on the reality of Xiushan. The paper consists of five parts:The preamble and reference review makes a brief introdution of the background, mothed, significance and frame of the research, and explains some important words and terms such as inland province, provincial border region, inter-provincial border town as well as urban and rural integration, and comments on the relevant research findings at home and abroad.The third part recalls the development history of Xiushan with respect to its administrative affiliation, organization establishment, etc, lists the functions, scale, advantages of it and development achievements in the past 10 years, in order to identify the main factors restraining its development.Part of strategy proposes 8 development policies in Xiushan which focus on unanimous recognization of people, township mergerring, simplifying the township levels, participating collaborative development of the border region, the mechanism for investment on the development of towns, etc.In the conclusion, we make some review of the main ideas and look forward to the future. |
