Research On The Development Of Small Towns In China From The Perspective Of Urban And Rural Integration

Urban and rural integration is the inevitable trend in the development of relations between urban and rural areas towns and also the basic goal to achieve urban and rural area as a whole. Small towns is not only the space carrier to balance urban and rural, the complex connection hub to link urban and rural areas, the social combination of urban and rural society, but also the important platform of the development of new industrialization and agricultural modernization. At 18th Party Congress, Hu Jintao clearly pointed out that we should better balance urban and rural development, promote their common prosperity, and what we aim to achieve is a new type of relations between industry and agriculture and between urban and rural areas in which industry promotes agriculture, urban areas support rural development, agriculture and industry benefit each other, and there is integrated urban and rural development. This is from the height of the strategic and global to point out the direction to speed up the construction of small towns. Therefore, the coordinated development of small towns,accelerating the construction of small towns, promoting the urban-rural integration have only become the inevitable choice of our time, but also the foundation of implementing urbanization strategy. Now, how to promote the healthy and orderly development of small towns to promote the construction of urban and rural integration become important issues. Researching on the development of small towns from the perspective of urban and rural integration has important theoretical and practical significance. The thesis’s axis is the small towns development to promote urban and rural integration and the overall framework are theoretical support is what, why want to development, the status quo is what and how to develop small towns. And the theses have four parts to elaborate the development of small towns in China from the perspective of urban and rural integration.The part one of the thesis states the theoretical basis of the development of small towns from two aspects. One analyzes the Marxism urban and rural integration thought which is the fundamental theoretical basis and the methodology guidance for the development of small towns. And another one analyzes the urbanization thought with Chinese characteristics, which is formed by the Communist in China who explores the road of urbanization in the practice since the reform and opening up. The theory of urbanization with Chinese characteristics is the succession and development to the urban-rural integration thought of Marxism, and is the practice construction that the party leads the national people to construct the urbanization, also is the fundamental theoretical which guide the development of small towns in our country.The part two of the thesis states the significance to develop the small towns under the background of urban-rural integration from two aspects. One analyzes mutual promoting function between the development of small towns and the urban-rural integration. The main line of the construction of small towns is the urban-rural integration. And the speeding up of urban-rural integration will promote the further development of small towns. And another one analyzes the objective necessity of the development of small towns under the perspective of urban and rural integration. At the new period of transformation upgrade of a general slowdown in China’s economic development, in order to adapt to the new normal economic development, the development between urban and rural has an important practical significance. At the same time, the development of small towns has great significance to promote China’s economic structure transformation, to expand domestic demand, to keep social stability of our country. The construction of small towns plays an important role to meet the new requirements of the new normal economic development. Active development of small towns can take the initiative to adapt to the urbanization development of the new normal, to achieve new development, agricultural and rural economic structure adjustment and it has important significance to promote social stability etc, which are effective supporting point to promote the healthy economic and social sustainable development.The part three of the thesis states on present developing status of the small towns from three aspects. Firstly, the particle analyzes the small town’s development and results in the process of urbanization. The small towns have very big improvement and progress in population size, economic strength, regional layout, public infrastructure, etc. Secondly, the particle analyzes a series of problems in the process of developing the small towns, such as unreasonable planning, lack of leading industries, ignoring the rural economic development, the weaker public infrastructure and public services and the serious environmental pollution. The existence of these problems affects the function of the small towns in our country to promote urban and rural integration. Last, the particle analyzes the causes of problems existed in developing small towns in our country, such as lack of the concept of urban management, the mechanism system is not sound and the influence of the different structure between urban and rural.The part four of the thesis states the path selection of the development of small towns in our country under the perspective of urban-rural integration from three aspects. Firstly, the particle analyzes the small town’s construction practice and experience of the developed countries of Britain, the United States and Japan, thus providing reference for the development of small towns in China. Secondly, on the basis of the theoretical and practical analysis, the particle analyzes the general principles of the development of small towns. Last, the article discusses the general path of the development of small towns in China under the background of urban-rural integration from the respects of the correct view, industry support, environmental improvement and the system support, which hope to help the development of small towns in China in the future.
