The Study Of Problems In Sustainable Water Resources Utilization Of Three Gorges Reservoir Area

The Three Gorges Reservoir Region is situated at middle and upper reaches of Yangtze Rive. Along with Three Gorges Project's construction, this area will have the tremendous change in the natural ecological environment and in the social economy status, will have the significant influence to the Yangtze River upstream and the general middle and lower reaches areas, specially will be maintaining the Yangtze valley the ecological security and promotes the Yangtze valley social sustainable development aspect to play the specially vital role.The current Three Gorges Reservoir Region ecological environment has received the heavy damage. The water pollution and the ecological damage which caused by unreasonable water resources use has had the very tremendous influence on the natural environment, the zoology and botany resources, the agricultural development, and the Three Gorges Dam's effective movement.This article makes the summary to Three Gorges Reservoir Region's physical geography situation and the social economy situation. Using the sustainable development theory, the public product theory, the external economy utility theory and so on to carry on the analysis to the water resources use basic condition in this area, proved that the present water resources use has many malpractices, the water laws and regulations system construction also relatively falls behind, the water quality condition has not had the fundamental improvement, showed that the water resources use in this area does not meet the sustainable development requirement. In view of the water resources use's present situation, this article proposed: Should strengthen to the water resources continually use understanding, the reform present water management system, the attempt water rights transaction system reform, the perfect water resources price system, strengthens the water the laws and regulations and the system construction, the change production habits and customs and so on, from various aspects to realize the water resources sustainable use.
