Research On The Improvement Of China's Housing Accumulation Fund System

In the early 1990s,China learn from Singapore's housing accumulation fund Housing Accumulation Fund is an important part of China's housing ensuring system. While it has been greatly contributing to the improvement of residents' housing situation and to the stimulation of the economic development in the past twenty years, it also faces more and more challenging issues. This system existed from the beginning the establishment is imperfect, unscientific management issues, most of the money precipitation. Whether from the development of housing accumulation fund system, or from the people's interests; whether from the perspective of the market economy, or from the development of the national economy, study on China's reforms of the system of housing accumulation fund has an important theoretical and practical value.This paper first inspected the housing accumulation fund system theory origin, then analyzed the housing accumulation fund system and the basic theory of the system, management, and operation characteristics, and then further analyzed the housing accumulation fund system of several developed countries and their enlightenment to China. This paper is composed of five chapters, the basic framework is as follows:Chapter 1: Introduction, researched on the background and significance, the main content, framework, and innovation and literature review of this paper.Chapter 2: Theoretical foundation , introduced the meaning of housing accumulation fund system, its nature and characteristics, and then analyzed its major theoretical support system - mutual aid Theory, mandatory savings theory, fund Theory and principal-agent theory.Chapter 3: Foreign housing system and its comparison with China, mainly through comparative analysis. Comparing Singapore, the United States, Britain, Germany and China's housing accumulation fund system, and then analyzed the enlightenment of foreign experience to China.Chapter 4: The development China's housing fund system. This chapter first introduced the establishment and development of China's housing fund system, then studied the problems of the system.Chapter 5: The management status quo of Deyang housing accumulation fund. This chapter cite Deyang City housing accumulation fund management centre as an example, where the author work. Made analysis of housing accumulation fund system in the management and operation aspects of the problems that exist, based on the practice of specific operational level.Chapter 6: Improvement of housing accumulation fund system countermeasures research, this chapter is the focus of the study.
