The housing accumulation fund system is a kind of obligatory, long-term savings System to solve workers' difficult of buying houses in urban housing system reform of our country, it is the essential supplement to the market-based house distribution mechanism, it is also the important component of the national social policy and the social security system. Housing accumulation fund system has the advantage of funding policy, and it plays an important role in solving workers' housing problems. It's a guaranteed policy for the people. It's an important measure to build a harmonious society which strengthen housing accumulation funds management, and improve our housing system to establish urban housing security system in line with China's national condition, to improve housing consumption and safeguard the legitimate rights and interests of workers.This paper is on the basis of participating in the related issues' practice and analyzing amount of data to be collected, elaborating on urban housing provident fund system concept, the nature and characteristics and recalling our housing provident fund system development process. In view of the current status of housing provident fund system, the paper has the defects in a more detailed analysis and discussion. And through analysis of the United States, the United Kingdom, Singapore and other countries of the housing system, the system of loans, housing finance system and housing security system, it pointes out that China, which is building housing provident fund system and the process of improvement and learn from the advanced experience of the specific approach. The paper concludes with a number of perfecting China's existing housing provident fund system responses and suggestions.
