With the 3G age's arrival, the telecom market's pattern of our country must be adjusted, and there will be more and more telecom operators, the competition would be more drastically. Therefore, under the new environment, the telecom operating enterprises must consider how to avoid the over competition among the telecom operators, how to promote the enterprises'sustainable development and the healthy development of Chinese telecom industry. Based on the above-mentioned situation, proceeding from building a harmonious industry environment, on basis of system analysis of the telecom enterprises'competition situation and its forming reasons, it is to research a model selection for Chinese Telecom Operators to realize a multi-win, win-win and harmonious development.This thesis analysis the monopoly and competition theory, by considering the successful experience of telecom reform of some developed countries like USA, Britain and Japan, it introduces the structure modification history of Chinese telecom market, it reaches the point that current development model of Chinese telecom industry is co-existence of competition and supervision. The core part of this thesis analysis Chinese telecom pricing problem with the method of Game Theory. There are three Game Theory model involved in this thesis, they are: Complete Information Static Bertrand Oligarch Price Competition Model, Complete Information Dynamic Single and Unlimited Repeated Model, Incomplete Information Static Bertrand Price Competition Model,and finally the models leads out the main conclusion that, because of the existence of asymmetric competition, our country's telecom market hasn't formed an effective competition market structure, therefore, it is necessary for the National Development and Reform Commission (NDRC), Asset Supervision and Administration Commission, Ministry of Information Industry and other department to conclude a plan for telecom industry's restructure. At last, combining our country's practical situation, it indicates that the model selection of telecom development is effective competition which is also discussed, it indicates the development ideas of Chinese telecom industry, really realize the division between politics and enterprises, object to the illegitimate competition with strength, relax enter and control , form the effective competition pattern, encourage private economy to enter the telecommunication industry to realize the pluralism of investment subject. It also makes the outlook of Chinese telecom industry's future: Standardize telecommunication trade, offer the policy basis for effective competition of telecommunications, prevent the administration from monopolizing, improve the supervision transparency, relax control with controlling rebuilding, establishing the independent regulator, limit the monopoly behavior of the basic telecommunication operator, promote interconnection, make expectancy to the content of the telecommunication law finally, the issuance of Telecom Law will help to form the effective competition market pattern of Chinese telecom industry gradually.
