In the businss administration of today, the generating and enhancing of corporation's core competence depends much more on the power of one corporation's human resource management, which has been an important qualification of corporation's development. For the special contribution to the development of core competence, competency model has attracted many human resource investigators and many human resource professionals' eyesight on it. As the related research and application is mainly focused on managements, core competence which should be reflected in research and development work in some high-tech companies. Based on this point, the article aims at assisting managements of high-tech businesses to well understand the competency of R&D staff, which will be served as the reference for company recruitment and employee training, etc.This article can be divided into two parts: The theory and the research on application of competency model. In the first part the theories and development of competency and competency model will be dissertated systematically as well as the tools to building competency model. In the second part, take the R&D staff in The 43rd Research Institute. as survey objectives. Survey method takes the form of combining interview and questionnaires and the quantitative technique is used to analyze the materials collected. The research result basically sets up the competency model of researchers in The 43rd Research Institute. and served as the reference for company recruitment.Finally, there will be an analysis of the problems and challenges of the development of competency model, and an expectation of its developing trend in future.
