In the information age, information has become an important strategic business and organizational resources to get corporate attention. The rapid development of information technology, also led to the rapid development of the software industry, steady rise in the quantity, adjust the industrial structure and further deepening. In 2007, software revenue 580 billion Yuan, but in 2009 exceeded 1 trillion Yuan, a growth of domestic revenues over the new trillion industry.More and more software companies serving all aspects of social life, giving people in work, study and life convenient, efficient and at the same time, the enterprises themselves are also facing fierce competition in the industry. Core staff to ensure the competitiveness of enterprises is undoubtedly a key factor, these employees generally at key positions in business, with good professional knowledge and skills, once the loss of such employees, companies will pay a huge cost price, or even an external threat to the enterprise competitiveness. Incentive pay as a basic means of retaining core staff of software plays an important role. However, for such knowledge workers using the traditional mode of pay incentives is difficult to achieve the desired results, because they not only care about material rewards, and more concerned about the growth of self-knowledge in the field of vision and pursuit. Based on this, in this study, proposed a competency model based design method of the pay model, focusing on the software core competence of staff research, build a core staff of software competency model, and the size of competency were evaluated, and Finally, according to the evaluation results, design for the software enterprise broadband salary structure mode.This paper is divided into three parts:The first part through the analysis software enterprise industry characteristics and staff characteristics, to determine the software enterprise core staff composition, and the theory of competency modeling, and software industry, the existing pay problems are described.The second part through the key frequency statistics access core staff features material, the competency is divided into general competency and core competence, constructing the software enterprise competency model of the key employees. The third part using triangular fuzzy number thoughts to comprehensive evaluation competency, And on this basis, build broadband salary structure of salary model of the key employees, identify the level of salary. In this paper, by certain groups to study specific industries, and in the model and the evaluation method of the operability is worth using for reference.
