Sustainable development has become a worldly agreed strategy to relasize the development of the economy, society, resources and environment harmoniously. Circular economy is an important way to implement this strategy. As a basic aspect of the economic activities, consumption is a crucial part in circular economy and sustainable development. As a result, it is necessary to promote circular economy and sustainable development from the aspect of consumers. Under the guidance of the theories of circular economy and sustainable development, this paper analyzed the relationships among consumption, circular economy and sustainable development, and concluded that an appropriate consumption pattern is a powerful mechanism to promote circular economy and sustainable development. Based on the definition of the ultimate consumption patterns, this paper expounded that the current ultimate consumption patterns in China are unsustainable; and hamper the development of circular economy from a number of aspects. And these irrational consumption patterns are caused by many factors. Combined with the characteristics and principles of circular economy, a variety of consumption patterns were compared, and it was found that sustainable consumption is the optimal choice for China under the concept of circular economy, and circular consumption is an only way to realize this optimal consumption pattern. In order to quantitatively measure the degree of sustainability of the consumption pattern, an evaluation index system of sustainable consumption was established, and a case study of Zhejiang Province was conducted. Finally, relevant suggestions on policies were put forward from the point of view of consumers, businesses, governments and non-governmental organizations.
