As an important old industry base, Heilongjiang has made great contribution to the economic development and construction of China since the country was founded, with the further reform and opening-up, Heilongjiang's economic development is far behind those coastal areas. Since 2004, China has brought up the policy of revitalizing the northeast old industrial bases, and Heilongjiang has also put forward the policies of developing six bases. Thus, it will have significance for analyzing the economic development of six bases in Heilongjiang province, finding the problems and proposing countermeasures.This thesis consists of six chapters. The first chapter mainly introduces the research background and purpose of this paper, reviewing recent research at home and abroad on the economic development and revitalization of old industrial bases. The second chapter discusses the theories of economic development, the accounting analysis of economic growth factors and resources allocation efficiency.The third and forth chapters analyze the economic development of six bases comprehensively. The third chapter firstly summarizes the economic development of six bases from aspects of economic growth, economic structure and economic efficiency; then, using principal components analysis method, it comprehensively evaluates the economic development from economic performance, innovation ability and environmental protection capacity. In sum, the six bases all face problem of incompatible development. As a developing country, the most important way to achieve coordinated development is to ensure a sustainable and rapid growth of economy, so the forth chapter decomposes and estimates the source of economic growth in six bases. Firstly, the article measures the contribution of capital, labor inputs as well as total factor productivity (TFP) to the economic growth; then, by calculating the marginal return rate of capital and labor inputs, this article analyzes the resources allocation efficiency of six bases by estimating the deviation index. The results show that: the capital investment is the most important source of economic growth from 1993 to 1997, but since 1998 capital investment input has been insufficient; the labor inputs exhibits a decreasing trend and had a negative contributes to economic growth consistently; among TFP, the resources allocation efficiency is low and the degree of contribution to the economy is minimal.Based on the basis of chapter three and chapter four, chapter five sums up the problems and penetrates into the causes analysis. Conclusively, there are three problems: incompatible development, poor scientific and technical innovation ability and low resources allocation efficiency. And the main reasons are low coordinating consciousness, the mismatch of the coordination mechanism, government intervention, lower marketing degree, imperfect marketing operation mechanism and so on. Finally, the chapter VI proposes the corresponding countermeasures, including promoting the coordination development with the scientific outlook on development and scientific progress, improving the resources allocation efficiency by deepening the reform.
