Since reform and opening,China achieves great success in rapid economic growth,in the strengthening of China's comprehensive power and in the improvement of people's life.But it has paid the heavy price.Extensive economic growth mode in China make the resource and environmental issues which stagely show in developed coutries for a century process of industrialization appear intently.On one hand,Economic growth rapidly in China causes contradictions in supply and demand of resource sharply;On the other hand,an increasing of environmental pollutants not only caused huge losses to the Chinese economy,and threat to people's health and safety and social stability seriously.Therefore,the transformation of model in economic development,Pay efforts to increase energy saving and environmental protection,the minimizement of the adverse economic impact on environment,the improvement in the overall level of economic performance has become an urgent task to achieve comprehensive and sustainable development in China's economy.Correspondingly,To correctly evaluate the performance of China's economic development must be based on the traditional full account of the efficiency of resources and environmental factors.Therefore,this article constract a more comprehensive study of China's economic growth performance framework from two aspects of energy and the environment, based on input and output of inter-provincial panel data,consider resoures and environmental factors into the evaluation of the technical efficiency of decision making units.Using Directional distance function of the additive DEA model (A-DEA),respectively measure the resource constraints of the provincial environmental performance consideringly and consider the environmental constraints at the provincial level in China's energy performance, evaluate the performance of China's economic growth level of development comprehensively. And the relative efficiency of environmental technology (ETE) and the relative total factor energy efficiency (TEE) as the core of regional and national economic growth performance differences,given the relevant policy recommendations. The main conclusions are as follows:1.Area calculation results in the environmental and economic performance show that: the constraints of resources,and environment in the overall relatively technical efficiency is lower than only consider the environmental pollutants,or both do not take into account.To a certain extent the relative efficiency level of technology under the bad output and energy inputs will reduce the relative efficiency,resulting in efficiency losses. Among them,the environmental factors have led to significant loss of technology relatively in the central and western regions resources,while the eastern region of energy loss is not obvious.Environmental performance of the overall show upward trend,but significant differences of inter-regional. From the convergence of environmental performance,the efficiency gap is gradually narrowing between regions and display convergence trend after 2005.2.The conclusion of regional energy performance shows: The role of environmental factors cause the overall relative efficiency of energy without considering the environmental factors which were significantly lower than the efficiency under the value of all elements of environmental pollutants ,cause big change of energy relatively ineffective.From the time trend,the trends in energy efficiency nationaly display the characteristics of first increased,then decreased,and then increased slowly from 1990 to 2009.Energy performance level in the Coastal areas (east,south and north)is generally higher than other regions,Energy efficiency means after ten years (2000-2009)is higher than the previous years (1990-1999),while like the the Yangtze River region, Northeast,Yellow River region, and Southwest and Northwest region has low values of energy efficiency,and present to a phenomenon of energy waste seriously.
