The transportation has important supporting and leading function to the economy and to our daily lives. The traditional transportation statistics focus on physical output statistics, with traffic and transport turnover for the core index. This kind of statistics made major contributions for the Government, research institutions and the public understanding the development of transportation, for the Government to make transportation policies. However, with the development of the society, the traditional transportation statistics has been unable to meet the community's needs for transportation information. Thus the transportation statistics is facing a historic challenge.Based on the analysis of the development trend of transportation statistics, this paper puts forward"Transportation Accounts"concept. It is different from the traditional transportation statistics, aiming at reflecting the value-added by both in-house and for-hire transportation services, and the relationship between transportation services and other industries. The information will effectively make up the lack of value indexes in traditional transportation statistics and evaluate comprehensively the contribution of transportation services in national economy.The Transportation Satellite Accounts (TSAs) are an important part of the System of National Accounts. The TSAs are extension of the National Center Accounts, sharing major concept, classification and principle etc. with it. This paper puts forward to create China TSAs to evaluate transportation services drawing lessons from developed countries'successful experience. In order to verify the effect of the implementation of the TSAs, the paper detailed analyzes the implementation of the U.S. TSAs. The results show that: The U.S. TSAs provide very convincing data to evaluate accurately the U.S. Transportation Industry's position and role, and provide comprehensive information to evaluate the relationship between transportation services and other industries. In the end, the paper creates China TSAs adopting the industrial classification in China 2002 Input-Output Accounts. In the creation process, it redefines the scope of the transportation services, explains the sources of in-house transportation and establishes corresponding indexes. These researches will promote the development of China Transportation Accounts.
