Studies On Efficiency Of Customs Clearance

Since China's reform and opening up,especially after China's entry into World Trade Organization,the efficiency of customs clearance is an extensively concerned topic by all walks of life.The normal trade order has been seriously affected by such questions as the complex procedures of the traditional customs clearance pattern,work intensity of customs officers,long time on goods clearance and the occurrence from time to time of the officers' corruption cases.The customs clearance mode with low efficiency has made the clearance cost increased for import and export enterprises,caused the dissatisfaction of social groups and media commentators to Customs and led to the crisis of confidence to Customs; the low efficiency of customs clearance gives the international community the impression about China with such problems as a lack of openness,the unsound legal system,the failure to observe the law,backward management means of the government and the growth and spread of corruption;and the low efficiency also affects the image of China's implementation of the national policy of opening to the outside world and the country of democracy,openness and with an adequate legal system.Through the comprehensive use of administrative,management, public policy and other theories,taking background-problems-countermeasures as the analytical framework,background and reasons of reform of customs clearance at home and abroad have been introduced in this paper.The reform of customs clearance abroad,especially Western countries is undergone under the theories and trends of global economic integration,advocating free trade and transformation of government functions;as far as China concerned,a series of major policies introduced such as reform and opening up and the establishment of market economy, in particular China's entry into WTO,make Chinese government have to get rid of outdated and backward practices no matter from the perspective of economy development,or from the fulfillment of WTO commitments so as to conform to the development trend of the international community. Analyses are conducted in this paper to the current clearance system of our country from such aspects as management ideas,process settings and technical means,and a series of measures like the transformation of ideas, taking the risk management as the leader,the use of modern means of science and technology and the integration of existing customs clearance resources,have been suggested to resolve the problems existed in the clearance process.In this paper,theoretical research and empirical research are combined in terms of the research method,successful cases are studied that Customs of some foreign developed countries conducted reforms to improve the clearance efficiency;analyses are carried on to the existed customs clearance mode of our country by means of the policy analytical method,the reasons resulting in the low efficiency are found out and reform proposals are raised;and through the statistical analytical method,the customs efficiency before and after the reform for improving the efficiency conducted by some Customs at home and abroad is compared by statistical data.The background of the selected subject,the purpose of study and research methods are explained in the introduction part of the paper and main contents and measures of reform of foreign customs clearance system are summarized;in ChapterⅡ,the urgency of reforming the current customs clearance system and improving the efficiency is discussed from the international and domestic aspects;the factors restricting the improvement of customs clearance efficiency of our country are analyzed in ChapterⅢfrom management thought,management methods and processes;in ChapterⅣ,in connection with those factors mentioned in ChapterⅢ,specific suggestions and measures are put forward to promote territoriality declaration and ports inspection,to conduct networking and integration of the a variety of scattered and independent database,and to strength the inspection of import and export goods and articles;in Chapter V through the introduction of experience from Customs of other countries implementing the risk management of customs business,the conclusion is drawn that the risk-management-oriented operation mode of customs clearance must be established to truly improve the efficiency of customs clearance of our country.
