There are three characteristics in the modern enterprise system, which are "to clarify the property right, separate administration from the enterprise and manage the enterprise scientifically".From the viewpoint of management science, there is much to be improved in the traditional system of personnel evaluation in state-owned power plants, especially in the system of performance evaluation, so, such a shortcoming slows down the steps that state-owned companies go on way to scientific management.It is of important significance to make a study on how to conduct better performance evaluation so as to enhance personnel management level and promote companies to a better development.In establishing the modern enterprise system, it is an important component for an enterprise to perfect the methods of performance evaluation. Now more and more enterprises have come to realized the status and functions of performance evaluation in management, but they have been also obsessed with the so-called performance evaluation. On the basis of the above-mentioned situation, this paper systematically analyzes traditional management control system and its performance evaluating system. After making a careful research on the outline of Yantai Power Plant (YPP) and of its personnel resources and on its existing performance-evaluating system, the paper establishes a new scientific and normal system of performance evaluation for YPP , and finally makes efficient suggestions on how to practice it.The author of this paper expects that his research will be beneficial to the performance evaluation in all the state-owned power plants.
