It is self-evident that staff performance assessing is important for the enterprise, especially the medium or small-sized high-tech enterprises. Staff performance assessing is more difficult for the medium or small-sized high-tech enterprises because of radical environmental changes constantly adjusting on focus of work. Furthermore, the medium or small-sized high-tech enterprises differ from traditional ones on organization pattern, act mode, responsibility and authority partition,target demand. Therefore , performance assessing faces new challenge.The research content of the paper is the performance assessing and the salary system design. On the basis of lots of paperreading and collecting experiences of oerformance assessing and salary management of infamous the medium or small-sized high-tech enterprises in home and broad. The paper presents a new method of the performance evaluation of the staff.This method determines the relative weights of the checking factors through the Analytic Hierarchy Process(AHP),processes the qualitative factors through the fuzzy mathematical method and synthesizes them systematically,finally it determines the order of the staff through the Technique for 0rder Preference by Similarity to ideal Solution (T0PSIS).Now, today is a period of knowledge econcmic. Range of market competence is bigger and bigger. Wage frame is a tool that can help enterprise achieces stratagem competence strength.Therefore,it was become the important task of the company that how to incent and develop the effectively. Focus on the compensation system of the Medium or Small-Sized High-Tech Enterprises and based on the theories of HR management and Organziation behavior, the articles was involved in three main fields: How the compensation system takes the role of incentive effect? How to design an appropriate compensation system which caters to the practice needs of the Medium or Small-Sized High-Tech Enterprises? After the collection, gathering, calculation, analyzing of tremendous data of the Medium or Small-Sized High-Tech Enterprises, the author found out the sticking points of HR system, and design a new Broadband compensation system based on performance assessment. The new compensation system could help the Medium or Small-Sized High-Tech Enterprises assess employees'contribution, intensify their responsibility, attract & maintain key employee, increase HR capital and keep competitive advantage accordingly.
