Development of a society's economy is the important foundation of a harmonious socialist society. The movement of capital is an important part of the popular economy, and is an important step in work towards a socialist society. State-owned assets management is an important part of the proper functioning of a nation's assets. If this system is lacking, it could lead to important issues for the country. As a stable system is a prerequisite for a national assets management system, the current Chinese national assets management system has already enjoyed great improvements, as well as faced significant challenges. As China continues to open to the outside world, it is important for China to properly manage its national assets abroad.In the shadow of the economic crisis that has affected most countries all of the world, Chinese companies have in turn also been affected, and have faced important risk in foreign investments. In its current position, the creation of a well-functioning oversea assets management system is important topic that the government is currently trying to deal with.Through a large number of documents and information researching, this paper elaborates the theoretical foundation of China's state-owned assets supervision, provides the train of thought of China's oversea state-owned assets supervision system, including regulatory objectives, supervision of the main, regulation of the target and so on. Analyzing the typical cases, this paper reveals the problems of the current oversea state-owned assets management system, provisions of the legal system related to monitoring is not suitable for the economic development in today's world, some gaps in the legal system, property rights management is not enough, government can not give full play to the functions of the oversea state-owned assets supervision especially.On the basis of analysis of issues, this paper gives recommendations for improving: By building a dedicated legal system on state-owned assets supervision, establishing specialized department to manage the state-owned assets abroad to improve the supervision system in the government perspective; and by strengthening the enterprises rights management, improving corporate governance structure to improve the supervision system in the enterprise perspective.However, how to incorporate the financial statements of foreign branch enterprises into the overall reporting system of the enterprise group in order to carry out real-time monitoring on all enterprises in the group and other problems still need to discuss and make a thorough inquiry constantly in future.
