State assets administrative system is vital to the each individual laborer's prospect. It is closely concerned with the persistence of important theoretical and realistic problem of the dominance of our socialist state ownership of our economic system. Since its founding in the 1950s,it has had a contradiction of restraining the subsistence and development Chain's state-owned economy because the state administrations with property rights took the power of exercising its ownership, which resulted in the loss of all laborers'ownership. The strategic plan for the reform of managerial system on state-owned assets was made during the 16th National Congress of the Communist Party of China (CPC).From then on, the reform of managerial system on state-owned assets was carried out in all aspects. Through the constant deepening reform in the last two years, the rudiments of a new frame of managerial system on state-owned assets have been formed. The supervision and management of state-owned assets has come into effect as well. However, there are still some theoretical and practical issues to be resolved in the new managerial system on state-owned assets and some issues of manipulation to be pinpointed. It is an urgent issue for us to improve the new managerial system on state-owned assets. Therefore, it is of great significance to strengthen the research on the reform of managerial system on state-owned assets. This essay begins with the concept of the state-owned asset. You know now the system of the state-owned assets still remains a lot of problems. In this essay we analyze these problems deeply, put forward the thought and solution of constructing a new system of the state-owned assets.
