The ecology leisure which is one kind of higher level leisure, has have enough conditions to develop with economy increased rapidly in our country. The ecology leisure travel is becoming a new trend of tourism developing nowadays. The traditional leisure travel is fading away for its limitations such as ecology destructions. On the other hand, the ecology leisure travel has gained tourists'favors for its specialties such as ecology protection, low cost and random, and became the main approach of promoting human's values, the out look on life and the leisure view.It is a new problem about how to create the travel space which has both ecology and leisure function to promote the construct of environment and ecology civilization. At present,the research about theory is juvenility. On the base of concluding the former theories of traditional ecology travel and leisure travel, this study analyses ecology leisure travel as a independent concept, and attempts to describe the specialities, social functions and problems of the ecology leisure travel. Combining the specialities and demands of ecology leisure travel and characteristic construction of tourism oriented quarter, the paper takes example of Xueye quarter in Laiwu, Shandong Province, tries to think out the ways of characteristic construction of ecology leisure tourism oriented quarter of Xueye quarter.In analysis of paper,two aims about the research which includes environment protection and recreation civilization are important. Therefore,the paper evaluates the actuality of tourism resource, tourism market, environment and other conditions of Xueye quarter. At the same time, according to the new thought in planning,the paper brings forward the subject of development in Xueye quarter and the designing projects. The conclusion of this paper indicates that the crasis of several theories is feasible. The characteristic construction of ecology leisure tourism oriented quarter considers both the human's need of leisure and the need of economy increase.
