| The main features of agriculture decide its strategic significance in national economy. All of developed and underdeveloped country have been strengthened the protection of agriculture , actualized active agricultural protection policy. By now , both in theory and in practice the western developed country has been form a system. But in China , the support and protective of agriculture at a comparative late date as so as exists many problem.The fundamental changes in the implementation of traditional agriculture to modern agriculture and the implementation of modern agricultural construction, has become the world trend of the development of agriculture. Since the 1980s, agricultural modernization construction in China has achieved initial success, but the gap compared with developed countries in agriculture is so great, faced with a series of problems.Since we joined in WTO at the end of year 2001, the agricultural negotiation of WTO and international agricultural product trade promote people to re-examine and adjust the policies relating to agricultural protection and support. It is an important field in current study for our agriculture that what policy our government shall take to protect our farmers for their interests, and to promote the transition from our traditional agriculture to modern agriculture. The thesis does a comparative analysis of policies changes and problems in the process of China's agricultural modernization, mechanical application of foreign experience, on the basis of the clear support of the objectives of the policy, the paper tends to construct a brand-new system of agricultural protection policy, which accords with both the rules of agricultural agreement of WTO and the situation of China.The thesis contains five chapters. ChapterⅠ, basic introduction of the objective, significance of research and carding a comprehensive study on domestic and foreign scholars. Then the chapter carries out the way of thinking and research method. ChapterⅡ, makes a theoretical review, including the definition of modern agriculture, features and trend analysis to support policy, the meaning of agricultural support policy and the policy needs analysis of the building of modern agriculture. This all provide a theoretical basis for the below analysis. ChapterⅢ, analyzing the reason for our country's support in the construction of modern agriculture. This section focuses on the accession to the WTO rules' requirements for agriculture support, analysis the policy space can be used to support the agricultural development after our join in WTO and analysis comparatively the similarities and differences of building modern agriculture in western developed countries. And what so on concluded the successful experience from all of these. ChapterⅣ, summarized the agricultural policy adjustment in the process of agricultural modernization. First is the factual analysis of the condition and the overall evaluation on China's agricultural assistance based on two standards, our country's financial budget and WTO regulations. Then it puts forward the problems in assistance to agriculture. ChapterⅤ, our country's modern agricultural support policy system have been built in this chapter and designed some correlation policies. These mainly included: improving the domestic agricultural support system and safety support system, policies to promote agricultural mechanization, the adjustment of agricultural support policies, the development of regional policy and promote a balanced development of rural areas, optimizing the external environment for building the agricultural support policy. |
