In the past, most studies on the relationship between trade and economic growth are targeted at total trade volume or the impact of net exports on economic growth, with little attention to import trade. Since China's formal entry to the WTO, WTO post-transition period has passed for four years. With the substantial reduction of tariffs and non-tariff barriers, the growth rate of imports has greatly increased. Therefore, it is essential to research the role and influence mechanism of import trade to economic growth systematically and deeply. How does import trade influence economic growth in different industrial sectors environment? How does Chinese government control and guide import trade by making use of the policy of tariff trade protection? Meanwhile, what is the basis of China's making the industrial sector tariff policy? Undoubtedly, it is significant for our country to formulate further and adjust the industrial sector tariff structure.Differing from the economic effects empirical analysis of country and regional trade from a geographical point of view alone, this paper starts a research from the industrial sector perspective. After comparing and analyzing the economic effects of import trade in different element-intensive industrial sectors, the author introduces trade liberalization model to carry out a Political Economic analysis of the tariff protection structure of China's industrial sector and tests the "national interests hypothesis model" and "industrial sector interests of hypothesis model" of the tariff trade protection systems. The empirical results show as follows: First, compared to labor and capital-intensive industrial sector, the import trade of technology-intensive industrial sectors plays a more significant role in China's economic development. Second, labor-intensive sectors tend to choose high tariff protection in the trade policy-making process, but the capital and technology-intensive sectors tend to choose the free trade policy. Third, the focus of China's Government in formulating the trade protection policy is transferred from the group interests to the national interests gradually. Finally, relevant policies and suggestions are made on the basis of analysis of the China's import trade problems.
