Study On Soybean Import Tariff Policy Based On The Theory Of Endogenous Tariff

With the development of economic globalization,international trade is becoming more and more attention all over the world.In recent years,the level of trade between countries is improving rapidly.But due to the trade protection policies on agricultural products in different extent,although the agricultural products trade as a branch of the international trade,the development is relatively slow.At the same time,as the world's largest economy of the United States,the new president Trump at the inauguration ceremony published "America first" argument,and the United States formally withdrew from the trans Pacific Partnership Agreement(TPP),signs of a resurgence of trade protectionism.Under this background,it is of great significance to understand and evaluate the current policy by analyzing the determinants of China's soybean import tariff policy.Endogenous tariffs theory in the analysis of trade policies of other countries has been widely used in making,the government behavior analysis methods will be personal,the government as the pursuit of maximizing the interests of rational economic man,considering the impact of various interest groups,to explore the optimal trade policy of the government.This paper uses endogenous tariffs theory analysis of China's soybean trade policy,to clarify the way an important factor affecting China's soybean import tariff policy and the impact on optimal policy of China's soybean import tariffs;through the analysis of 1996-2015 of China's soybean trade policy and implementation effect,scientific evaluation of the current policy.Endogenous tariffs theory of soybean import tariff policy was based on the theoretical analysis,we can see that the main factors affecting policy-making political interests,and the quality of soybean production,resource endowment and international rules;the specific impact way is that political interests,is an increasing function of the soybean import tariff policy,with the degree of soybean trade protection continue to strengthen the government and the related interest group gains increased;on the contrary,soybean quality is a decreasing function of import tariff policy,with the degree of soybean trade protection has been strengthened,the quality of soybean decreased;as the external constraint,the effect of production resources and international rules,improve the soybean tariff the tax rate,the implementation of trade protection of soybean,is conducive to the maintenance of domestic soybean industry,to protect the interests of soybean farmers.According to China's soybean import tariff policy implementation effect model analysis,combined with the related measures,we can draw four conclusions: one is that China's soybean tariff policy at this stage is not a stable policy,mainly for the soybean import tariff rate is relatively low,the influx of foreign soybean imports a serious threat to the development of the domestic soybean industry;two is the import tariff policy of our country is the optimal soybean trade protection of soybean,improve the soybean import tariff rates,thereby limiting soybean imports,maintenance and development of domestic soybean industry;three is the soybean trade protection should be moderate,the import tariff rate is not as high as possible,as to the degree of soybean trade protection has been continuously strengthened,the quality of soybean will gradually decrease,influence the implementation of government utility.Four is the implementation of soybean trade policy from the point of view,China's soybean trade protection policy form is relatively simple,relatively low tariff protection,non-tariff barriers to trade is particularly inadequate.
