This paper applies the methods of literature analysis and Delphi method and tries to construct a set of "Hangzhou Creativity Index". This Creativity Index aims to measure the competitiveness of creative industry in Hangzhou and influencing factors of its growth, with the hope to guide and promote the creative industry of Hangzhou, to offer decision-making references for government, investors, tourists and dwellers. This biggest contribution of this paper is that it carries out an innovative research of the new problems in the new industry.On the basis of reading and analyzing a large number of relevant research literatures, with two ultimate goals: to enhance urban competitiveness and improve life quality of people, this thesis, by refining general and valuable part of four representative creativity indexes at home and abroad and combining Hangzhou's actual situation including aspects of culture, society, policy system, industry, livelihood characteristics, develops a primitive hierarchy indexes named "Hangzhou Creativity Index". Then, after twice experts' opinion collection, the author continuously corrects and improves the contents and structure of the index system and obtains a set of three-level index system which not only embodies the characteristics of creative industry and the trait of Hangzhou, but also applicable to compare the urban competitiveness. This index system consists of 6 level-one indexes namely creative cluster index, creative human capital index, creative regional capital index, cultural capital index, technological innovation capital index and life quality index, and 22 level-two indexes and 152 level-three indexes. On the foundation of above, this paper employs comprehensive index method to construct the indexes system of "Hangzhou Creativity Index", which includes authoritative data collection and application, reasonable weight coefficient allocation, ambiguous indexes quantification and calculation and so on. Among them, the weight coefficients of level-one and level-two indexes are given by averaging all experts' opinions of their contribution abilities, and the weight coefficients of level-three are given by equipartition method.
