Study Of Countermeasures That Hunan Agricultural Products Deals With Technical Barriers To Trade

With the quickening of the economic globalization and process of liberalization of trade, technical barriers to trade (TBT) as the main new trade protective method have been prevailing. TBT which exceeds the proper range makes obstacles for the export and import of the goods artificially, and disobeys WTO's aim of free trading. Recently, In Hunan province as a major Chinese agricultural province, agricultural products of Hunan have met with the foreign technological barrier. Among them, Tea is particularly outstanding. The export of Hunan has been obstructed, suffer heavy losses. This influences peasants to increase income directly, Employment and development of the rural economy.This article took Hunan tea export as the example, applied the economic theory and analyzed the current establishment of overseas TBT to get the influence of TBT on Hunan agricultural product export from the quantity control mechanism and the price control mechanism . After Analyzing the reason that our province agricultural product's encountering TBT, then summarized the existent main problem of our province agricultural product export: First, the industrial on agriculture is small-scale and lacks the international competitiveness and anti-risk ability; Second, the consciousness of scientific innovation strategy is defecting; Third, the agricultural product standard system and the international authentication system are unsound, the problem that agricultural veterinary medicine residual is very serious; Fourth, information service that agricultural product export need is seriously lagged. In view of these problems, proposed the countermeasures that Hunan agricultural product export deals with TBT: Strengthen the enterprise size construction on industrial scale; Deepen "the science and technology thrive the trade" the strategy; Implement the green strategy comprehensively; Establish the agricultural product technical standard and the international authentication system soundly; Construct the agricultural product information service system in all direction.
