Chinese foreign trade of agricultural products has been climbing sharply in recent years.Its total export volume has increased from USD 15.62 billion in 2000 to USD 31.03 billion in 2006 when China realized an export volume of 30 billion US dollars.And what is more,China fulfilled the steady rapid growth of agricultural product export over 7 years from 2000 to 2006.However,our export of agricultural products is still continuously obstructed by technical barriers to trade(TBT).Owing to their own advantage in technology and economy,in particular,the US,EU,Japan and other developed countries implement various stringent technical barriers to trade which has adverse effects on our agricultural product export.TBT has acted as the biggest obstacle to our agricultural product export.Therefore,the study on how to cope with TBT to broaden the international markets for our agricultural products and how to take full advantage of TBT to develop our agriculture has considerable significance in practice.This dissertation studies TBT based on the idea of the system theory as follows:1.Systematically studying the basic theories of TBT.This dissertation aims to complement existing studies by analyzing the accomplishments of the forerunners and,furthermore,the substance of technical barriers to agricultural trade has been further refined.TBT means that local government bodies or non-governmental bodies take severe measures to ensure the protection of its essential security interest,or for the protection of human,animal or plant life or health,of the environment,or for the prevention of deceptive practices,so that it compulsorily or optionally exerts to strict technical regulations and standards, including packaging,marking and labeling requirements,and procedures for assessment of conformity,and sanitary and phytosanitary measures which are applied in a manner that would constitute a means unnecessary or unjustifiable to international trade.2.This dissertation analyzes the theoretical,economic,social, environmental,legitimate,and consuming background of technical barriers to agricultural trade in depth.By thoroughly analyzing the various manifestations of technical barriers to agricultural trade which embody its complexity,extensity, invisibility,diversity(discrimination) this dissertation analyzes the action mechanism of TBT and its positive and negative effects on export countries for the purpose of discovering the theoretical foundations to TBT.3.Generally provides key thoughts and policy recommendations4.In respect of administrative institutions,the content of TBT and the countermeasures to TBT,this dissertation summarizes the successful experience and the effective measures of other developed countries in detail and,more importantly,it makes reference to their reasons for overcoming TBT—policy auspices of agricultural product export.5.According to our present situations and based on the empirical analysis, this dissertation analyzes the reasons for why our agricultural products,including vegetables,meats and seafood,encounter special difficulties in conforming with technical regulations and standards,as well as why the developed countries create unjustifiable obstacles to our products and,moreover,it thoroughly reveals the deficiencies of our countermeasures to TBT.To conclude,this dissertation studies eight efficient countermeasures to TBT.
