By project management, we mean project managers'using the project progress, cost, quality control and other means of modern project management, meticulously organizing a sound mechanism and reasonably promoting projects according to the plans of progress, as well as effectively using the combined measures of organization, technique, and economy, to control the process of the management, to achieve efficient and high-quality construction goals, as a result, to achieve better investment returns and social benefits.In the whole process of project management of the Space Laboratory transformation of, according to the preliminary design of the project, the approval of the budget funds and the demand of functions to be met, first of all, the progress, cost, and quality expectations of the project management of Space Laboratory transformation are to be made clear; secondly, before the project implementation, the favorable and unfavorable factors which influence the progress, cost and quality expectations are to be exhaustively and meticulously analyzed, and their impact on the construction progress is to be forecast.Thirdly, in the process of the project implementation, practical comparative law and intersectant curve method are combined to analyze the degree of deviation from the project progress, and accurately determine the actual progress of projects; forcible confirming method in value engineering is to be adopted to evaluate the function and cost of this project and choose a most appropriate plan; tables and graphs are to be used to analyze the cost error in the transformation of the project and determine the causes of deviations; increment method is to be used to analyze the comprehensive deviations of the progress and cost; permutation figure and relation figure are to be employed to have static and dynamic analysis of the concrete strength, looking for the primary and secondary factors affecting the quality of independent projects, keeping abreast of the quality changes in the production process. Through the use of these methods, you can grasp the dynamic implementation of the project, and accurately determine whether there is any deviation, analyze the reasons of deviations and develop corrective measures to ensure project quality, progress and cost expectations. Active control, with the combination of passive control for project management is taken.In the course of the establishment of project management of Space Laboratory transformation, information management system will be built. With modern means of information management, and full use of full range of information resources, the real-time monitoring and management of the overall process will be achieved through dynamic tracking on the project. Consequently, real sense of integrated application of information management on project management and engineering control will be realized through the construction of information flow, the establishment of basic link and collection of basic information, the use of information-processing methods.After the completion of the project, there are the effect evaluation, problem analysis, and suggestions for the problems. In the light of the above methods, whether the project is stably carried out as scheduled can be timely judged, possible deviation can be adjusted, and the dynamic management of the whole project and effective control of the project can be ensured. The control of the entire process on the aspect of the cost of the project, progress and quality expectations will make the project always under control. Therefore, the three major objectives, progress, cost, and quality, will be smoothly realized.The purpose of this paper is to strengthen the supervision and management in the process of design, construction and completion acceptance by systematically making use of project management theory. And to reasonably control and coordinate project progress, cost, quality expectations, striving to achieve the unity of the three major objectives. At the same time, the practical problems in the progress of project construction, i.e., progress, cost and quality expectations, are deeply studied. This subject is of realistic significance. The thesis consists of five parts as follows.Chapter 1 is a preface. The management pattern of project management and its application are specified, with the meaning and purpose of the study introduced.Chapter 2 firstly narrates the background of the project implementation, including the basis of its objective setting. Based on the real project, the planned network picture of the progress of Space Laboratory transformation project is devised. The contradictory but united relationship among the three expected objectives, progress, cost and quality is also introduced.Chapter 3 discusses the measures of the progress control, its monitoring the process and the method of adjustment through a detailed analysis of the impact of factors. Based on the real project, comparative law with coefficient is applied, compared with the actual progress of the project. The curve method is simultaneously combined with intersectant curve method, as to accurately judge the actual progress of projects. Forcible confirming method in value engineering is to be adopted to evaluate the function and cost of this project and choose a most appropriate plan, and the design and construction cost control are reviewed. Through the process of target tracking and the comparison between actual situation of the project and its scheduled one, timely corrective measures are taken, to ensure the smooth development of the project in a new situation, so that the project will continue to be in the new status of adjustment under such a constant cycle of control, until it meets the project objectives.Chapter 4 discusses the factors of the project quality expectations, and with plans based on independent analysis of the quality of the concrete strength, looking for the primary and secondary factors, Control chart method used to determine the concrete surface roughness control stability of the process. The significance of project management is illustrated, and the information flow of the construction project and the basic tasks of information management are introduced, to set up basic steps of project information management and select basic information.Chapter 5 discusses the evaluation of the project implementation in its effect, and analyzes the questions arising in the course of project transformation, Similar projects for the future to accumulate more experience, to provide a complete reference.
