The Research On The Issue Of Environmental Pollution Transfer

In this paper, there are five parts including the preamble. It elaborates the basic issues of the research on environmental pollution transfer respectively from four parts, which are connotation, channels and nature of environmental pollution transfer, the status and hazards of environmental pollution transfer, the principles of addressing environmental pollution transfer, as well as the practical value of the research on the issue of environmental pollution transfer.The first part is the preamble, which mainly is an introduction of this article, so as to make readers have a brief knowledge about the issue of environmental pollution transfer.The second part is the in-depth interpretations of environmental pollution transfer. I illustrate the connotation of environmental pollution transfer in the first place, so that readers can have a brief understanding about the formation of environmental pollution transfer. Secondly, I introduce channels of environmental pollution transfer, which means to make readers have further understanding of environmental pollution transfer. Thirdly, I analyze the nature of environmental pollution transfer respectively from the ecology, law and economics point of view, so as to lay a solid foundation for the better understanding of environmental pollution transfer. By introducing these three aspects, the aim is to seek for more theoretical support for putting forward the principles of addressing environmental pollution transfer in the next part.The third part is the status and hazards of environmental pollution transfer. I describe situations that the United States and Britain and other developed countries transfer environmental pollution to developing countries with a large number of cases in the first place, and the aim is to make readers aware that the seriousness of the issue of environmental pollution transfer. Followed by the hazards in developing countries caused by environmental pollution transfer, which cause serious environmental pollution, ecological damage and resulted tensions between life styles of developing countries and the environment.The fourth part is the principles of addressing environmental pollution transfer. The first one is the principle of ecological and economical efficiency, which is a new model of economic efficiency arising from the basis of denying the pure utilitarian model of economical efficiency, and it embodies organic unity and comprehension of the economic, social and environmental benefits. The second one is the principle of ecological and economical equity, which refers to we should firstly strike a balance between environmental rights and obligations, so that the human activities will get to the unity, coordination and balance of economic, social and environmental benefits, as well as people can benefit equally in a state that economy, society and environment coexist harmoniously. The third one is the principle of sustainable development, which is the highest principle of those three principles in addressing environmental pollution transfer, and I analyze its significance from the formation process and the inherent requirement of the outlook on sustainable development.The fifth part is the practical value of the research on the issue of environmental pollution transfer, which is to study the issues of environmental pollution transfer from the moral point of view, and also provide an indispensable moral weapon and useful inspiration for controlling environmental pollution transfer and easing the global ecological crisis. This part can be divided into four points, which respectively are the study of environmental pollution transfer can provide the correct value standard for the development of ecological economy, can provide the theoretical reference for easing international environmental interests, can provide useful inspiration for the practice of China's socialist modernization, as well as will help strengthen the various economic entities'environmental awareness. The research on the issue of environmental pollution transfer from a moral point of view provide the strong moral support for the eco-economic development, and it can exert a restrictive impact on the behavior of economical activity entities. With the higher voice of all mankind appealed to the environmental protection and growing ecological crisis, the further research on the issue of environmental pollution transfer has its especially important practical significance.
