Study On Allocation Efficiency Of Enterprise Resources In Telecom Operators Of China

We completed this paper on the background of the fourth telecom reform of China recently.Firstly,we tried to come up with the factors of al location efficiency losses in telecom operators from two aspects.Secendly,we tied to find what the factors are through the anal ysis of the efficiency of the operntors during the process of restructuring.We completed this part with qualitative and quantitative analysis.Then we use the data envelopment analysis(DEA) method,the non-parametric method,to measure the enterprise resource allocation efficiency of China's telecom operators to find out the factors that 1eading to the efficiency losses,meanwhile,we found that these factor are the same one as we found in former part.At last,we tried to carry out the solutions on the basis of two aspects in elerprise resource integration:the technology-conomic integration and cultural integration,and may the efficiency fo resource allocation improved.This article is devided into seven chapters,which including the main part,which from chapterⅡto ChapterⅥ;the firt part,which introduced the framework and research methods of this paper;the last part,introduce the results of the paper.In the secend chapter of this paper,which is the theoretical part,we introduded the whole theory of the allocation of eterprise resources.Firstly,we started with the explenation of concept in "resources" and the "allocation of resources " Then we come upwith the main factor in enterprise' s core competitiveness:the ability of the resource allocation.In order to understand the concept of this ability,we tried to find the componets of it:the ability to allocate the resources and the ahility to integrate the resource.Finally,we made the introduction of the concept of efficiency,and the theory of evaluating the efficiency of resource allocation.The third chapter of this paper,which is the methodology part,we introduced the theory and methods of evaluatting the efficiency of resource allocation in detail:the thought of data envelopment analysis;the introduction of a variety of efficiency-measuring models.The third section of this chapter described the details of the non-parametric method of DEA which is also going to be used in the following parts of this paper.The forth chapter of this paper is to make a summary of the telecom communication industry,which also aired at finding the problems we want to resolve.So in the first part of this chapter,we Systematicly described the internal structure of resource allocation in telecom operaters.In the secend part,we iutroduced the development process of China's telecom operators.Then we come to the main part of this chapter:on the basis of analysing the process of the restructure among telecom operaters,we tried to find out the factors that resulting in the devaluation of efficiency.The fifth Chapter is the empirical part,the certification part,also the main part of the article.The main purpose of this part is to make sure that the factors in the former part can be believed.We achieved this exsitence by non-parametric method of DEA models.Thia chapter including sample selection,identification of measurement indicators,data preparation and data processing and results analysis.As far as the analysis methods,vertical dynamic analysis and Horizontal static analysis are recommended,the former is to mesure the different efficiency in different years,the latter one is to mesure the relative efficiency in one year among different operators.Through this kind of analysis,we can descibe the factors now:the improper scale of the economy and the relatively crowded output,which we can take as direction in the next chapter to carry out solutions.The sisth Chapter is to discusses the problems and solve the problem. This solutions are made on the two layers of the resources allocation structure in telecom operators:transfermation layer and the rear layer. On the previous one we can solve the problem diectly,the latter one is essential to support the solutions.On the transfermation layer,we aimed to improve the scale economics and the crowed output.The economics of scale in telecom operators involred two factors:the number of users and arpu;the solution to the crowded output are made in three directions:innovative services,improved service, promotion of sales patterns.On the transfermation layer,two mainly aspects are discussed:human resources integration and the integration of corporate culture.This part involved the field of culture,only a general analysis is recommended,that is a little sorry.this paper is completed in a rigorous logical process of coming up with question,identifying the problem,analyzing and resolutions.Related research is much more from macro perspective but We study it from micro perspectire where we hope it is advisable for telecom operators after the restructure of business.
