Industrial cluster is enterprises' special organizational form, contributes greatly to regional economic growth, now it has gradually became the development trend of enterprises organizational form. Industrial clusters in China still have the problem of low level trust between enterprises in practice, this directly leads to a high bargaining cost, also reduce the advantage of knowledge spill of clusters, moreover limit the cluster's innovation activities, finally restrict the development of clusters.Based on such a reality, this paper starts from analyzing the principles of trust and clusters , use the interrelated literatures and reasonable factors in practice for reference, both domain and overseas. This paper's mainly uses the normative method, integrating several other method in the analysis of industrial cluster's trust mechanism, mainly focuses on the specialties of industrial cluster's enterprises. Firstly the paper analyzes the enterprises' coordination and trust relationship in industrial clusters, explains the meaning and the source of trust mechanism, integrating the enterprises' specialties in industrial cluster to analyze the function mechanism of trust in industrial clusters. Secondly, on the basis of the analysis of factors that affect the trust mechanism in industrial clusters, this paper probes into the construction pattern of enterprises' relationship and the process mechanism in clusters, thirdly in order to reduce the uncertainties and risks, the paper explores the Guarantee Mechanism of enterprises' trust relationship in clusters, from three perspectives: government,agency and enterprise. Finally this paper comes to some conclusions, also makes some advice for future study.
