During the actualizing of the Chinese strategic of developing of the western regions, these provinces and regions treated the tourism as the pillar cornerstone industry. At the same time, going with the opening of Chinese tourist service trade market, the tourist enterprises in western area are facing the competed press ion which is brought by the eastern and international enterprises. Whether the strategy are right or wrong, will decide the effective development of the tourist service trade of western area. So we can find the powerful energy which can push the developing of western economy, through analogizing the structure of the tourist industry, the compared competitive power of western area.About the western tourist service trade, this thesis started from its survey, analogy the conditions of tourist resources, the environment and the confirmed problems. Scaled the rate which contributes to the development of economy by using related data.Basing upon that, this thesis focused on the strategy conformity. Firstly, according to the physical truth of the trade, analysis it in SWOT former. Find out the strengths, weakness, opportunity, threat. Through the comparing to the eastern area and international area, we promoted the"vertical and horizontal alliance"strategy. From one side, cooperate with the eastern area, discuss the action which can confirm the relationship of international tourism trade between west and east. It is said from the co-operational conditions, the co-operational actions. From the other side, also based upon these factors, discuss the cooperation between the western area and countries around China.At the end of thesis, summarized all information, gave the policy suggestion from aspects of idea, technology, human resource, administration and tax. From the idea, establish the new ideas of competition and cooperation; from the technology, use the internet to communicate with other areas; from the human resource, accelerate the procession of training; from the administration, establish the effective system; from the tax, make up the offers tax policy.
