Research On The Construction Of Regional Science & Technology Evaluation Index System And Analysis Method

At the beginning of twentieth Century,P.N.Cooke proposed the concept of regional innovation system,and discussed the evolution of the concept of regional innovation system and its characteristics.In today's increasingly developed global economy,the "personality" of the regional competitiveness determines the whole competitiveness of a country.Regional innovation capability provides support for a region to maintain competitiveness,and to a certain extent affected the global division of tasks of a region.For the development of a future innovation ability,it is imperative to answer questions such as how to evaluate the level of the innovation capability in a region,how to construct a scientific and reasonable evaluation index system,how to appropriate indicators to give weights,how to evaluate the level of development in the area in a certain period of time,etc.This is the motivation of this thesis.This thesis first introduces the research background of regional innovation ability index system,and also the significance and some research in China and abroad;secondly,on the basis of previous studies,starting from the theory of the evolution of regional science and technology innovation,based on the endogenous growth theory of Romer,the industrial cluster theory of Porter,the innovation system theory of countries of Nelson,the evaluation index system of regional innovation ability is divided into capital intensive,the technology intensive degree and the industrial cluster innovation system perfect degree indicators,in reference to "Chinese regional innovation capability evaluation report 2015","Chinese statistical yearbook","China Technology Statistical Yearbook" and other related indicators of science and technology authority on the basis of 10 provinces and cities in the "three degree" standard level and innovation ability index two indicators data in 2013 of the East China,the use of R cluster and factor analysis quantitative screening index,and establishes the evaluation index system of regional innovation capability;thirdly,according to the simplified index system,re-established new time-series data table from 2009-2013 of the 10 provinces and cities in eastern China,used the "vertical and horizontal" scatter degree method to determine the regional innovation ability of target layer and criterion layer weights,obtain the final regional innovation ability as a whole dynamic comprehensive evaluation value,and sorted the comprehensive evaluation values at last.The conclusion of the research shows that: from the perspective of the overall scores and ranking,the four regions of Guangdong,Jiangsu,Beijing,Shanghai have higher scores and ranking has been in the top four positions,which belongs to the innovation ability development in the region with the highest level of innovation ability,strong innovation in our country.Although the scores and rankings of the two provinces of Zhejiang and Shandong is less than the four regions,but the innovation ability is also in a high level with a certain development potential.Lower scores in four regions of Fujian,Tianjin,Hebei,Hainan,indicating that the level of development compared to other areas there is still a certain gap,but these areas have the most development potential of the region,countries should pay attention and focus on building and investment in these regions.In addition,from the perspective of the stability of the rankings,the five provinces of Hebei,Zhejiang,Shandong,Guangdong,Hainan have the maximal order difference 0,indicating that in several parts of this ability of innovation of science and technology has been in a relatively stable level,in the past few years ranking did not change.Among them,the biggest order difference of the four provinces and cities of Beijing,Tianjin,Shanghai,Fujian is 1,the range of the innovation ability of these provinces and cities very small.Jiangsu Province has the largest order difference of 2,its volatility is the largest in the evaluation of the 10 provinces and cities,ranking is in a downward trend,but the overall level is still relatively small,the overall level is still relatively stable.
