Developing amazingly rapidly, the technology of the modern world triggers the births of a great number of innovative enterprises, which is clustered geographically with respect to innovative resources. Innovative cluster, which is one of the major impetuses of high-tech industry development, has become more and more prevalence in the world and has brought about great social and economical benefits. Enterprises clusters have sprung up in Zhejiang province, and are keeping continuous vigor. One of the reasons is that the emergence of enterprises clusters in Zhejiang is the outcome of a self-creation, self-enhancement and self-evolution system in the opened market. Another reason, however, is the diversity of financing mode which accelerates the self-organization formation process of innovative clusters.As an integrated discipline focusing on studies of the formation and evolution of the complex open system, self-organizing theory has been widely applied to human science. Enterprises cluster is a particular form of organization, whose dynamic mechanisms of formation and evolution, together with the static structure and forming condition, display notable self-organizing characteristic. Therefore, an in-depth discussion about the mechanism and necessary conditions of the innovative clusters and the stimulative function of different financing modes for self-organization formation provides the theory basis of constructing high-tech industrial zones. The research should be of great academic and practical significance.This paper introduces the concept of self-organization and adopts the idea of complex networks to analyze the formation and evolution process of the innovative clusters. In this paper, on the one hand, the internal mechanism of innovative clusters evolution is discussed. On the other hand, the different financing modes and operation routines which help accelerate the self-organized formation of innovative clusters are discussed in depth. Our research will provide theory basis for the development of high-tech industry, and propose new approaches to enterprise clusters study.In this paper, the basic principle of self-organization theory especially dissipation-structure theory is proved by complex network modeling and simulating. As is shown shortly, to formulate a self-organized complex economic system, the innovative clusters have to satisfy four necessary conditions: the openness, remoteness of equilibrium state, non-linear function and fluctuation. In the process of complex network modeling, financing is defined as a major component. In this way, different financing modes are studied with respect to the relationship with the self-organization mechanism and thereafter recommendations of choices between various financing modes are presented. Later in this paper, the case of Hangzhou High-tech Development Zone is scrutinized and four necessary conditions, different financing modes and level of clustering are analyzed. Our analysis indicates that, the clusters of Hangzhou High-tech Development Zone fairly satisfy the four conditions, and its financing mode helps accelerate the self-organization which in turn brings about remarkable social and economic effects. Propositions for promoting the self-organization mechanism of the innovative clusters in Zhejiang province are presented at the end of this paper in both financing support and high-tech development perspectives. The propositions here help apply the economic theories into the practical context and contribute to the economic development in our country.
