At present, the domestic high-tech industrial parks mostly are lack of independent innovation and development capability. Therefore, the discussion carried on the mechanism and necessary conditions of the high-tech industrial clusters, as well as providing theory basis for constructing high-tech industrial parks, has important theory and practice significance.Based on the theory of self-organization, as well as the case of Wuhan East Lake High-tech Development Zone, this paper analyzes the dynamic evolutionary process, mechanism and conditions of high-tech industrial clusters, and the fluctuation amplificatory role of innovation networks played in the process is also included.This paper indicates that the high-tech industrial clusters is a complex system which composed of enterprises, research institutes, universities, facilitating agency and so on, and each composing factor affects mutually. The development and evolution of the system displays characteristics of self-organization. Meanwhile, this kind of self-organization needs several corresponding conditions, namely the openness, remoteness of equilibrium state; non-linear function and fluctuation are the four necessary conditions. The high-tech industrial clusters interacts with environment through the opening to the outside, results in the indraught of negative entropy flows through the input and output of knowledge flows, material flows and capital flows; the remoteness of equilibrium state is the stable condition, through which the clusters displays two dominant characteristics of specialization and multiformity; the stochastic fluctuation is the inherent characteristic, when the clusters is remote of equilibrium state, the micro-fluctuation is possibly enlarged and results in qualitative change of structure and function of the system; through the function coupling, multiple feedbacks and circulation catalysis, the high-tech enterprises, research institutes, universities, facilitating agency and so on produce the non-linear function, which promotes the optimization of holistic construction and function of the high-tech industrial clusters.The high-tech industrial clusters is an open system, and the size and direction, as well as the process and result of fluctuation influenced by various environmental factors.
