Intellectual Property Rights (IPRs) has been a core of a country's competitive advantage with the globalization of economy and technology. The relation of IPRs and economic growth has been a hot issue in economics. Particularly the IPRs Policy of developing country has become a key factor of overcoming a short-term technique predicament and helping the increase of innovation and economic growth in the long term. IPRs protection is the guarantee of R&D investment,technological innovation & transfer and is important to a country's sustained economic growth.The paper,based on the existing researches,analyses the basic concept and economical basis of Intellectual Property , the international trend of IPRs protection and the double impacts on developing countries. Although developing countries will pay high cost,the positive impact is prior considering the advancement of self-innovation and technology transfer. In empirical research,we use econometric analysis tool and variables of IPP,GDP,demonstrating that Chinese IPRs and economic growth is in the long-term balance. The final article,with the conclusion of the study of Chinese IPRs and the existence of the problem,we provide relevant policy recommendations.
