With the development of knowledge economy,intellectual property protection has plays an important role on a country's economic growth.For developing countries,as the new economy,implementing reasonable intellectual property protection level to promote economic growth has arisen more and more attention.Scholars at home and abroad have made extensive research about the relationship between intellectual property protection and economic growth,and gradually set up the internal mechanism of technological progress,the main ideas are:First,strengthening intellectual property protection can stimulate independent innovation and is good for technological progress;Second,strengthening intellectual property protection can inhibit technological imitation and is not good for technological progress.Third,strengthening intellectual property protection can promote the entry of FDI,and the technology spillover of FDI brings technology transfer and progress.However,many scholars are not concentrating on the actual situation of developing countries:there is a large technology gap between developing countries and developed countries.Therefore,this article embarks from the perspective of technology gap,on the basis of the analytical framework constructed by Wu(2010),Schumpeterian model of distance to frontier is extended,and this distance frontier refers to the technology gap.Based on the research on relationship between intellectual property protection and innovation?imitation and FDI,we conclude that there are different growth effects of intellectual property protection under different stages of technology gap.Secondly,in order to consistent with the way of measure technology gap in theoretical model,we use relative technical level to quantitatively measure technology gap,then we do empirical test on the relationship between intellectual property protection and economic growth in developing countries under different stage of technology gap.According to the different technical level of the developing countries,we classify the high and low technology gap countries,to test that whether the growth effects of intellectual property protection in developing countries with different technological gaps are also different.The main points of this article are as follows:(1)the protection of intellectual property rights in developing countries has an impact on economic growth through technological progress,which varies from technological gap.(2)when the technology gap between developing countries and the world leading technology is large,strengthening intellectual property protection will greatly inhibit the imitation,which is not conducive to technological progress and economic growth;when technology gap is small,strict intellectual property protection will greatly promote domestic independent innovation,which promote technological progress and economic growth.(3)developing countries also exist technology gap,for high technology gap countries,strengthening intellectual property protection is not conducive to economic growth,whereas low technology gap countries strengthen intellectual property protection is good for economic growth.This paper is divided into five parts.The first chapter is "introduction",which expounds the research background,significance,framework,methods and possible innovation points of this paper.The second chapter is "literature review",based on the classical growth theory,neoclassical growth theory and new growth theory,we comb related literatures about intellectual property protection and economic growth,and further elaborate the research about the intellectual property protection,technology gap and economic growth,finally,we make the research commentary.The third chapter is "theory research",we construct the extended Schumpeterian model of distance to frontier to qualitatively research on the effects of intellectual property protection on economic growth in developing countries under different technological gap,and describe the theory of mechanism.In addition,this article also use the method of DEA-Malmquist index to calculates the total factor productivity(TFP)of 48 countries(regions)in 1993-2013,the result shows that the technological progress is positive,and the change of TFP is consistent with the technology change of developing countries in the past years,so we think that we can use TFP to reflect the situation of technical level.The fourth chapter is "empirical research",we use multinational panel data to quantitatively research the effect of intellectual property protection on economic growth,the result reveals that the effect of intellectual property protection in developing countries on economic growth is affected by technology gap,and exhibits different characteristics.Moreover,human capital level,foreign direct investment and domestic infrastructure have a significant positive effect on economic growth,and trade openness has a significant negative effect on economic growth.The fifth chapter is“conclusion and policy suggestion",based on the previous research,this paper argues that developing countries should implement reasonable intellectual property protection level,improve the ability of independent innovation,strengthen the legal consciousness and legal construction,and correctly guide the role of other factors on economic growth.In addition,we explain the shortcomings of this paper and looks forward to the future research.
