Under the endogenous economic growth theory frame, technology advancement is the engineer of economic growth. In the open economy, technology advancement already includes the domestic technical innovation, but also includes the technology advancement which international technology transfer brings. Intellectual property rights protection promotes economic growth through the effect on technology advancement; therefore strengthening intellectual property rights protection will provide continuously power for the economic growth. However for a long time, developing countries due to their own lack of innovation, low level of technology, and mainly producing things by imitating, so they advocated a more liberal regime for the protection of intellectual property rights mostly. With the continuous development of developing countries, their innovation levels have been improved, with some self-innovation ability. With the increasing relationship along with the foreign economical relation, the developing counties more and more realize the importance of introducing overseas advanced technology to domestic economic growth. So, it is imperative for the developing countries to strengthen intellectual property rights protection.Intellectual property rights protection brings economic growth through technological innovation and technology transfer. On the one hand , because intellectual property rights protection stimulates the domestic investment, research and development investment in particular, thus technological innovation; On the other hand, intellectual property rights protection provides protection for the overseas advanced technology through intellectual property rights protection systems such as patent system, then attracts kinds of technology transfer. Both of technological innovation and technology transfer bring technology advancement which promotes economic growth. Because developing countries have certain independent innovation ability and has advantage of Backwardness in imitation innovation. Not only therefore developing countries will be possible to promote the domestic R&D investment and independent innovation by strengthening intellectual property rights protection, but also may stimulate the overseas advanced technology introduction, thus provides the possibility for realizing higher-level innovation.This article further confirm the positive influence of developing countries...
