The Comparison Research On The Policy Of Convert Of Cropland To Forest On The Loess Plateau

Locating at Loess Plateau with bad natural condition,the north of Shaanxi Province and north of Weibei district is region with severe situation of soil erosion and desertification, and is undeveloped region in poverty of Shaanxi Province.The land conversion projects made the earliest experiment in north of Shaanxi Province,and warmly welcomed by the local people.But,after getting the obvious social benefit and eco-benefit,there are still many problems need to be solved since the main pattern changed from land cultivation to land conversion.On base of investigating data on land conversion in three Counties of Loess Plateau, the paper analyzes on problems and conflicts during completing the land conversion projects, and puts forward the countermeasure,in order to ensure the sustainable development of land conversion projects.With the implementing of land conversion projects,the local eco-environment gets improved,and soil erosion and natural disaster have been reduced.At the same time of getting huge eco-benefits,the land utilization structure changes,regional industrial structure makes adjustment,which offer situation for development of basic equipment matching land conversion,for extension of agricultural technology,transfer of land utilization,and transfer of labors.Meanwhile,the implementing of land conversion projects increases the local farmers'awareness to participate social activities.But,there are some disadvantages during the implementing of land conversion projects in three Counties as follows:the farmer's living after compensation,seedling and sylvicultural quality,transfer of surplus labor,development of replacement industries, local management.Therefore,it is very important to enhance local management,give the subsidy to each household,guarantee seedling and sylvicultural quality,develop replacement industries,improve the relevant matching policies,and solve the problems of surplus labor transfer.
