The coming of Network Economy is challenging traditional economic theory. Under such a background, the activities of technology innovation among enterprises become rather furious. Whether an enterprise can survive and develop will be depend on its ability and motility of technology innovation.We think, with the appearance of the new market structure---competitive monopoly, it does good to the ability and motility of technology innovation during network economy era. Firstly, we review the relation between technology innovation and market structure, the theory of network economy and the theory of Contestable Markets. After bringing the concept of competitive monopoly, we clarify the theory explaining about the process of competitive monopoly. We think, the foundation of the market structure forming is that knowledge and information become the main input factor of product; the condition of the market structure forming is the fierce activity of technology innovation; the guarantee of the market structure forming is that technology is not compatible. Then we analyse the characters of competitive monopoly. Furthermore, we do research on the influence of competitive monopoly on technology. The new market structure promotes both the ability of technology innovation and the motility. We choose two examples---one is global computer operating system, the other is financial soft in our country. Finally, we give the inclusion and propose some measures to our industries and enterprises, such as add more resources to technology innovation, enhance knowledge proportion of productive input, perfects innovation system of the country and area, strengthen technology innovation property right power mechanism.
