Measurement Of Environmental Burden Of Chinese Industry And Research On Its Structural Cause

A plenty of resources consumption and severe environmental pollution happen in the process of industrialization in large scale,which is determined by the characteristics of manufacturing production.However,the resources and environment are limited,which makes the development of Chinese industry close to the boundary constraint of resources and environment.Energy conservation and emission reduction are put forward under this background.As the key to energy conservation and emission reduction,economic restructuring is paid attention to by every department.However,as a result of the lack of respect for practical situation,blind actions exist in the current job of energy conservation and emission reduction.Thus,this article consists of two main parts,three dimensions' measurement of the industrial environmental burden in China and research on its structural cause,while the latter is based on the front.First,on the basis of previous researches and combining with related principles of economics,this article re-defines Industrial Environmental Burden,divides the dimensions of measurement and introduces the principle and method of measurement.Then the structural cause of industrial environmental burden is analyzed theoretically and the empirical analysis method used in the following is introduced.After these,this article starts the corresponding empirical analysis.First,the environmental burden of Chinese industry is measured from the dimensions of time,industry and space and the focuses of each level are found at the work of energy conservation and emission reduction.Based on these,the empirical analysis of the structural cause of industrial environmental burden from each dimension identifies the effect of different dimensions on the industrial environmental burden caused by economic structure,and then policy proposals of advancing energy conservation and emission reduction through economic restructuring are put forward for different departments.The research suggests that industrial environmental burdens are different from different time,different industry and different region and the effects on them caused by economic structure are different,too.Therefore,the key problems should be caught depending on the clear understanding of their own situation at the work of energy conservation and emission reduction.Economic restructuring is not very effective on the energy conservation or emission reduction in some industries and regions,so it should be used in conjunction with other measures to attain a good result.
