By 2020,China had achieved a comprehensive victory in the fight against poverty and achieved tremendous achievements in poverty governance by fully building a moderately prosperous society.Although we have eliminated absolute poverty in rural areas,the arduous task of poverty governance has not been completely completed.Alleviation and governance of relative poverty is an important measure to achieve Common prosperity,as well as an important measure to ensure rural revitalization and improve national governance capacity and modernization.The poverty governance work in the new era has shifted from solving absolute poverty to alleviating relative poverty.However,the absolute elimination of poverty does not mean that China has completely eliminated poverty.For a long time in the future,alleviating relative poverty will become the main focus of the government’s poverty alleviation work.As a group with a high incidence of relative poverty in society,the agricultural migrant population has a certain degree of gap compared to urban residents in terms of income level,healthcare,rights enjoyment,social participation,and quality of life.However,the previous approach of only studying and measuring the relative poverty of China’s agricultural migrant population from the income dimension has certain limitations.The improvement of economic level and the improvement of people’s quality of life have made poverty identification multidimensional.Traditional poverty identification only considers the impact of income and consumption on poverty,which is not comprehensive.When studying relative poverty,we need to start from multiple dimensions beyond income and consumption in order to more accurately and comprehensively identify poverty conditions and formulate poverty policies more accurately,Carry out poverty alleviation work more scientifically and effectively.This study designed a poverty survey questionnaire for the agricultural transfer population in Shaanxi Province,Based on Amartya Sen’s feasible ability theory and implicit poverty theory,a total of 20 indicators were selected from 6 dimensions(income consumption,health status,living conditions,rights,social relations,and individual cognition)(Monthly income,monthly consumption,self rated health,chronic diseases,toilets,housing conditions,residential congestion,facilities,mobile phone replacement times,residential safety,social insurance,housing provident fund,labor contracts,social capital,social participation,social integration,social discrimination,social trust,individual experience,and life attitude),using the A-F double boundary poverty measurement method,Measure and decompose the multidimensional relative poverty index of the agricultural transfer population,and analyze the poverty incidence rate of the agricultural transfer population under different levels of multidimensional relative poverty threshold deprivation.Through research,it is found that the "monthly consumption" indicator has the highest poverty incidence rate,indicating that when the agricultural transfer population consumes,the food consumption expenditure is high,the consumption level is low,and the consumption structure is relatively simple.It also defines a multidimensional relative poverty threshold(k)at a level of 0.4,i.e.,when 8 of the 20 poverty identification indicators are deprived,the research individual is in a multidimensional relative poverty state.Secondly,this study establishes a multidimensional relative poverty configuration analysis model for agricultural transfer population based on the theory of feasible ability,livelihood capital,and hidden poverty.Six antecedents(human capital,social capital,natural capital,financial capital,individual awareness,and social environment)are selected to conduct a configuration study on the factors that affect the multidimensional relative poverty of agricultural transfer population.After analysis by software fs QCA3.0,It is found through comparative analysis that when human capital,financial capital,individual consciousness,and social environment are simultaneously lacking,the agricultural transfer population exhibits a high probability of multi-dimensional relative poverty.
