| As one international convention, the survey of fishing vessels has great importance on the safety of fishery production and the fishermen's lives and property, but now it meets many difficulties. Many reasons have given rise to these difficulties. On the one hand, the amount of fishing vessels is great and the technical levels of them are different, on the other hand, the fishermen hasn't got the similar financial support from the government as the farmers. Thirdly, the government hasn't pay enough attention to the safety accidents of the fishing vessels, so the investment in the base construction of the survey of the fishing vessels is far less than other departments of fishery law execution, which leads to the severe disproportion of the surveyors to the amount of fishing vessels.The public finance theory believed that finance regarding improvement fishery noble character danger, breakthrough restriction fishery economy sustainable development "bottleneck" in faced responsibility. Our country fishery existing management system has three big essential features, namely "take the resources maintenance needs as the consideration technical measure, take the fishery investment as the central control mechanism, take the government as the leading management process". The survey of fishing vessels is one of fishery investment control mechanisms in our country.This article proposed that the survey of fishing vessels is one public product, and should be free provide by the government. Simultaneously also proposed strengthens the personnel construction, strengthens legislative and the law enforcement surveillance's development mentality. Finally this article provides several methods for these questions and gives some suggestions on the development of the cause of the survey of fishing vessels. |
