The requirement to the services of telecommunication becomes higher and higher with the development of the society. Under the particular Chinese telecommunications environment where the monopolization had established,the competition becomes even harder; The integrated technology, information, intelligence, personality are the orientation of communications development . Services combining voice, data and multimedia working on one single network platform has become the inevitable trend for the telecommunication industry. Next-generation network will be based on packet data network and will provide all kinds of telecommunications services which can be summarized as multi-service, broadband, packet-based, open, mobility, compatibility, security and manageability, and so on. How to satisfy the needs of users and have the smooth transition to next-generation network is the major issue in Metro Integrated Service Network(MISN) construction, and it also becomes the major concerns to the telecommunications network planning.In this thesis, it discussed how to combine the service need and network construction, how to effectively manage the project process, and gave an useful explore for communications technical management in Metro Integrated Service Network construction. This thesis is composed of six parts. The first part is the introduction including the research background, purpose,significance as well as the creative idea. In the second part, the strategic management theory, construction management, systems engineering are described. In the third part, based on the analysis of business and system needs, the high level solution strategy is proposed. In the fourth part, the problem in MISN design was analyzed in details which included the system Network, information flow and other features. In the fifth part, MISN construction demand was discussed, engineering implementation method was proposed, the results of system application was fulfilled. In the last part, the conclusions are given, the future research are also introduced. The applications in the future construction of the network management are summarized. In this paper, it discuses how to reduce construction costs and investment risk in the implementation phase through well controlled scope of the project. It proved that the integration of technology and management in the telecommunicat ions network management is practical and significant.In this article, some innovative work is introduced. The combination of management theory and information system management system further strengthen the information system design and analysis, and it also gives a fundamental guarantee in building a system of high-availability, scalability and forward-looking, and the system robust has effectively improved. It gives an effective way for the reorganization of the telecommunications network operators; and effective means are put forward to management information system to implement business-strategy for commumcation carriers. The new ideas are given to integrating the network resources, providing business solutions, developing new products and new services.
