Study On Management System Of Yangtze River Water Resources And Hydropower Engineering

Water is the basic natural resource and strategic economic resource, water conservancy is an important infrastructure of national economic and an important material foundation to achieve sustainable development. To speed up the exploitation and utilization of the upper reaches of the Yangtze River's water resources is the historic mission that given to the China Yangtze River Three Gorges Project Exploitation Corporation by the country ( Hereinafter referred to as "China Three Gorges Corporation"), China Three Gorges Corporation will have overall responsibility for the construction and management of the Yangtze River's three gorges cascade, Chongqing section and the lower cascade of the Jinshajiang River water conservancy and hydropower project. Exploitation and operation of large-scale hydropower project is China Three Gorges Corporation's core business, which are also its advantage and the top priority to support China Three Gorges Corporation's sustainable development.This paper is directed by system principle, principle of humanism, effectiveness principle and core competence theory in enterprise management, based on the construction and operation management system's status quo of the Yangtze River water conservancy and hydropower project, objective analyses the China Three Gorges Corporation's development strategy and Yangtze River water conservancy and hydropower project's asset character, then built the basic framework of the management system and mainly studies the unified operation and management new model of Yangtze River water conservancy and hydropower project.This paper put forward a feasible way for the division of water conservancy and hydropower project's assets and divides the Yangtze River water conservancy and hydropower project into pure-public and quasi-public. The management system of pure-public water conservancy mainly takes the separating operation and maintenance methods. This paper focuses on the management system of quasi-public water conservancy and study on the establishment of market-oriented modern enterprise's management system. The construction and operation of Yangtze River water conservancy is a systematic project. Applying the"combination of construction and operation, seamless handover", the river basin maintenance and cascade dispatching, the coordination and integration of internal and external resources by the organic connection mechanism of system components, can not only realize optimal operation of water resources, but also make human resources, capital, equipment and other resources sharing during water conservancy project running period, reduce the operation cost, make the resources reach the "1 +1> 2" effect after integration and coordination, thus improve the overall economic and social benefits.
