The Analysis Of Current Situation, Problems And Strategy Of Affordable Housing In Chongqing

Affordable housing, based on the experience of welfare distribution housing, is the social welfare housing which is to solve the housing problem of the families with medium and low income through market principle, legislation, controlling price, setting new department and adjusting income. It is the important part of real estate market in stand with housing market system and housing commercialism. The biggest characteristics are"affordable"and"applicable". As the important means of controlling real estate market of government, it is important for the development of real estate market, the reform of welfare housing and perfectness of housing supply system and it also influences the social stability, social justice and healthy economic development much. However, affordable housing of Chongqing doesn't play a great part in adjusting the supply and demand of real estate market and cushion the contravention of medium and low income families. It also expose some problems, such as high price, property right, difficult to identify customers and market disorder. This paper says that these problems roots from shortage of efficient supply, unaffordableness and inapplicableness, and analyzes the deep reasons. Analyzing and comparing with the experience of western countries, through strengthening supervision, increasing efficient supply, perfect legislation, housing industrialization and controlling construction cost, it is for the perfectness of economic housing of Chongqing. The study of this paper can accelerate overall understanding of present economic housing system, and has present meaning and theoretical value for constituting the housing policy, implementing the housing projects and facilitating persistent and healthy development of affordable housing.
