| Recently, the industry based on mobile data business has been developing violently with the maturity development of mobile data business. Furthermore, with gradually merging of the national strategy of"with informatization to drive industrialization, with industrialization to promote informatization to speed up the new type industrialization process", the application of this industry will have a promising future. In next few years, the all network supporting microprocessor will provide the interconnection to all kinds of terminal equipments, as well as extend to every corner of our life. Machine-to-Machine (M2M) has been a key technology for the realization, which will also create for us an interconnection world anywhere. M2M provides a simple method to create a wireless connection for the real-time date of equipment within systems, remote equipments and person-to-person. Meanwhile, it has integrated some technologies such as data collection, remote monitoring, telecommunication, and information etc, which can realize the automation of business process. This platform can run in extensive application and solution, such as safety monitoring, automated parking-meter reading, mechanical service and maintenance, automatic vending machine, public transportation system, motorcade management, Industrial process automation, electronic mechanism, and urban informatization etc. So far, M2M technology has been widely supported by the international suppliers such as NEC, HP CA Intel, IBM, AT&T, Ericsson, Nokia and OMRON etc. It has also been applied commercially in some European and Asian countries.As an investor, everyone hopes to get the greatest profit with the lowest investment including business profits, financial profits and social profits. Therefore, to archive the specific investment target, we must scientifically carry out the project evaluation and investment decision in order to objectively make a right decision and confirm all kinds of investment plans. Investing in M2M application is a new system. The feasibility study on this supporting system will help Chongqing Mobile to expand itself in the new business area.This paper starts with the general process analysis of project investment decision, project discussion circle, and investment decision-making process. It has made a research and discussion on the project proposal writing, the function, contents and process of feasibility analysis, as well as the related working method, which has mainly emphasized on the feasibility analysis. It has made business forecast and market analysis for the supporting platform of Mobile M2M business operation. The technical plans for systematical structure, hardware platform, enterprise interconnection, systematic function, and networking of this platform have been designed. They have been analyzed and evaluated economically, and the result of project decision and the guideline for project construction are concluded.According to technical analysis, the project is proved to be a scientific plan, maturely developed and feasible technically. According to the financial analysis, the four financial indexes (financial internal income rate, financial simple payback period, profit rate of investment, and profit-tax to Investment rate) of this project are all basically satisfied the requirements released by the ministry.Adopting a scientific research method of combine theory with practice, this paper theoretically analyzes a general process and method of project investment decision. Meanwhile, it has used the supporting platform project of Chongqing Mobile M2M business operation to do the decision analysis which provides an evidence for creating the value for the enterprise. |
