New services of Mobile Telecommunication in China are blooming in recent years. And the traffic speed is growing faster and faster as the revolution of telecommunication technology. So the application prospects of mobile new services will become more extensive. However, the development of new services will surely cause the increase of input. So, one of the best way to improve the investment profit is to arrange the investment properly under the limitation of investment.Based on the background, this dissertation searches and summes up the relationship theory of investment and enterprise profit, domestic and overseas telecommunications network investment decisions and planning, other network planning, new services development and network technical literature. Besides, this dissertation mainly reviews the doctoral thesis "profit-oriented network investment model".This dissertation distincts and definitudes the category of mobile new services, mobile new services networks, investment, fixed-assets investment, CAPEX and investment on mobile new services networks. In different development stages of technology and sevices, the characteristics of mobile new services networks investment and the management focuses are different.This dissertation analyzes the conversion models between mobile new services and networks emphatically. It takes GPRS as an example to analyze the process and classification of resources, and quantify the occupancy relationship between the new services and resourses based on the analysis of the conversion relationship of new servises and resources.In this dissertation a comprehensive analysis of the current new services network investment and its shortcomings. And an "profit-oriented" investment model of the mobile new services networks is given, based on the "profit-oriented" investment model of the mobile communication network, according to the characteristics of the new services networks investment and analysis of the feasibility of researches of putting the new services networks investment in the traditional "profit-oriented " investment model.Finally, the empirical analysis of the model is given and the advantage of the model is checked through a statistical test.The characteristics and innovations focus on the following areas.1. Under the new background and market characteristics, especially after the listing of Chinese telecommunications operators in the capital market, this dissertation brings the mobile new services networks investment into the profit-oriented investment decision model innovatively, and introduces a proper profit-oriented mobile new services networks investment model according to the feasibility analysis and amendments to the traditional profit-oriented investment decision model.2. According to development features of Chinese mobile new services, this dissertation analyzes the conversion model of new services and networks with detailed data and information and quantifies the occupancy relationship between new services and resourses according to the division of different occupancy mode, the unified statistics and busy hour relationship originally.3. The empirical analysis of the model is acted based on the establishment of the mobile new services networks investment decision system and the algorithm and tests the feasibility of the model and algorithm. Then the superiority of the decision-making system is proved by statistical test with sample of actual data from a number of operators.4. The mobile new services networks investment decision system established in this dissertation covers the various factors which influence the profit of new services and can give the conclusions including investment amount, investment profit, the marginal benefit, numbers and structure of new clients, category and amount of additional resources.
