Chemical Project Comprehensive Evaluation And Selection On Balanced Scorecard And General Entropy

The projects is the basic activities to achieve strategic goals for enterprises, and also the direct motive force to promote the development of the enterprise. Organization or individual must make a comparison and choice on the different projects, and put infinite resourse into the projects of the highest return with the lowest price. It is the project choice that ensure the development of individual or organization. Sometimes the correct project evaluation and choice have more strategical significance than planning or putting project into practice correctly, because the completed project may not be of benefit to development of enterprise. The project choice is related to the life of the enterprise. Under the condition of the lack of funds shortage, the major investor or entrepreneur face a real problem that how to elect the optimal investment project.The investment project sometimes is affected by technology, economy, environment, society and culture. Evaluating and choosing projects on only economy index is inconsistent with objective reality. Moreover, under circulation economy and the sustainable development strategy, it is extremely important that evaluating and choosing chemical projects that is high-pollution, high-energy-consummation and high-water-consummation on non-financial index. Therefore, the theory of the project evaluation and the characteristic of chemical project has been introduced in the paper. And I indicate that the chemical project evaluation cannot only depend on financial evaluation, but from long-term strategy. The chemical project must be comprehensive evaluated in economic effect and non-economic effect.The factors of chemical project have tight relation with each other. Its structure is like net. And the evaluation is in the stage of the project concept and demonstration, so the information is much complicated and uncertain. Based on this, the relation of the evaluation indexs of chemical project is analysed by Balanced Scorecard in the paper. When I found the system of the chemical comprehensive evaluation index, I have introduced the theory of circulation economy. Finally combining the research with a example of large-scale chemical industry enterprise, I make evaluation and choice in some projects by the model of General Entropy.
